Moving people and equipment to the right place at the right time is critical to mission effectiveness. Whether for law enforcement, wildland firefighting, off-grid workers, or military operations, reliable and innovative off-road vehicles that can traverse varied terrain and survive extreme driving are a must-have.
Our team of technical experts and engineers possess years of experience in establishing design requirements and performance standards for vehicles. After conducting mission analysis and developing technical documentation, our team then works closely with clients to ensure they procure the vehicle that best fits their unique needs. This is achieved by applying our expertise in contracting strategy, modification of Commercial Off-the-Shelf (COTS) equipment, testing, evaluation, operator training, production, vehicle maintenance, and life cycle sustainment.
"Taking a tailored and comprehensive approach is key. Our team is expert at navigating trade-offs between cost, performance and schedule while ensuring that the end-user gets a mobility capability that fits their mission and gets the job done right," explained Roper CEO Maeve Garigan.
"The importance of ground mobility can be overlooked in today's high-tech era," she continued. "But getting the right people and equipment to the right place at the right time is critical. It may seem basic, but mastering the basics is key to success."
Below is a selection of projects that showcase our team’s exceptional qualifications and expertise related to ground vehicles. Each of these projects were rapid acquisition efforts that maximized COTS equipment to speed up the procurement process while reducing cost and technical risk.
The Ground Mobility Vehicle (GMV) 1.1 began as an effort to acquire a highly capable off-road vehicle that was transportable in a CV-22 Osprey tiltrotor aircraft and provided a higher payload capacity than a typical all-terrain vehicle (ATV). Ultimately, two variants were developed: the Flyer 60 that fits inside the narrow confines of the CV-22 transport bay, and the Flyer 72 that is 12 inches wider and transportable inside the CH-47 Chinook helicopter.
The GMV 1.1 was purpose-built to rapidly reconfigurable to meet Special Operations mission needs. This included modular equipment for casualty rescue and evacuation; increased cargo bed size; increased shelter capability; additional radio equipment for command, control, and communications; and a carrier kit for working dogs.

Non-Standard Commercial Vehicles (NSCV) are modified commercial trucks and sport utility vehicles (SUV) that retain their original appearance while integrating ballistic armor, heavy-duty suspension and brakes, run-flat tires and wheels, radio equipment, and other capabilities necessary for operation in rugged, austere environments.
The Toyota Land Cruiser SUV and the Toyota Hilux truck were the two vehicles modified in the project that our team supported. The contract covered procurement, fielding, initial spares, and new equipment training for up to 511 vehicles, including 375 armored variants and another 136 non-armored variants.

The Light Tactical All-Terrain Vehicle (LTATV) is a side-by-side four-wheeled off-road vehicle that is an all-terrain, all-weather-condition workhorse. The vehicles are Polaris MRZR 2 and MRZR 4 that are based on commercial Polaris vehicles. They feature a winch, power steering, aircraft tie-downs, fold-down rollover protection, large cargo boxes, IR light capability and blackout modes.
The Polaris design and the Government’s approach drew from the first LTATV, which were Kawasaki Teryx that Naval Special Warfare purchased and then modified with upgraded tires and other equipment to meet mission requirements.
